Algo Para Recordar
El ex presidente
de R.I Charles Keller
ha señalado que a nivel mundial la avenida más dejada de lado es
la del Servicio a Través de la Ocupación; Históricamente esta
fue una de las avenidas más fuerte y la que dio iniciativa para
la creación de rotary cuando un grupo de entusiastas reunidos en
un Chicago convulsionado por la corrupción y las mafias
reinantes en un pueblo que se estaba desarrollando, el cual
recibía gente de otros lugares y de todo nivel social, racial, y
cultural; muchos hombres de negocios se preguntaban
frecuentemente si podrían sobrevivir en el medio en que se
encontraban. Por esos momentos se estaba gestando calladamente
una campaña para el mejoramiento cívico lo que auguraba una
lucha despiadada, en la que los hombres de negocios tendrían que
despojarse de la propia satisfacción y ponerse a la lucha para
darle a la incipiente ciudad de Chicago un rumbo correcto.
En 1905 un 23 de febrero se agruparon para realizar negocios,
congregados en una oficina típica de entonces en la habitación
711 del edificio de Unity de Chicago situado en el N° 12 de la
sección Norte de la calle Dearbon, en el sector central de la
ciudad, Paul Harris, abogado; Sylvester Schiele, distribuidor de
carbon; Hiram Shoery, sastre; y Gus Loehr, ingeniero en minas;
era un pequeño cuarto no muy bien alumbrado,en el que había un
escritorio tres ó cuatro sillas incomodas,un perchero en un
rincon,uno ó dos cuadros y unos planos de ingeniería en la
pared, era la oficina de Gus Loehr ,ingeniero Geologo,el primero
en llegar fue Hiram Shorey,luego arribaron Silvester Shill,y
Paul Harris,quienes regresaban de cenar del restaurant italiano
Madame Galli’s.
Fue cuando Paul Harris desarrollo la
idea, les hizo ver la conveniencia de que un grupo de hombres de
negocios pudieran reunirse periódicamente para conocerse mejor.
El quinto en sumarse a la siguiente reunión fue un impresor
llamado Harry Ruggle, aficionado por la música al cual se le
atribuye haber introducido el canto en los clubs, de hecho
muchos no acostumbran a dedicar unos minutos al canto al
principio de las reuniones, pero algunos opinan con un criterio
muy acertado que esa costumbre contribuye a disminuir la tensión
y el estrés que los negocios han producido en los socios.
Como siempre sucede y es lógico que así ocurra, en cualquier
época había diferencias de objetivos e ideas entre este primer
grupo de rotarios, por cierto que había animadas discusiones con
la esperanza de que tal agrupación contribuiría aumentar los
negocios de
los socios por eso decidieron que las reuniones
se celebraran rotando en las oficinas de los mismos de ahí
proviene el vocablo Rotary.Por cierto que para aumentar las
amistades y tal vez obtener más negocios, se decidió también que
solamente se admitiera un representante por cada negocio ó
profesión.
En la convención de Buffalo, NuevaYork de 1913
se dio a consideración un CODIGO DE ETICA ROTARIA, el presidente
Russel F.Grenier nombro un comité para que estudiara el asunto,
uno de sus miembros era de Sioux City, Iowa, E.E.U.U y este
recurrió a la ayuda de los socios de su club; la mayor parte del
trabajo se realizo en los coches dormitorios del ferrocarril que
se dirigirían a la siguiente convención en Houston, Texas, fue
cuando redactaron el texto del primer CODIGO DE ETICA COMERCIAL
Esto tendría marcadas repercusiones ya que seria un punto de
inflexión para Rotary, el código supero las expectativas de la
convención de Houston de 1914 y la de San Francisco en 1915; se
paso de la RECIPROCIDAD COMRCIAL de los primeros años de Rotary
al ideal de servicio.
La convención de Houston nombra a
un rotario de Filadelfia que más tarde se convertiría en
presidente de R.I, Guy Gundaker para que estudie los principios
y el objetivo de Rotary, el resultado fue que Guy produjo un
pequeño libro que era una combinación de cuatro folletos
anteriores que lo titulo UN CONOCIMIENTO VERBAL DE ROTARY, esto
vuelve a marcar la historia nuevamente, partir de aquí se genera
la literatura Rotaria, y representa también la primera redacción
de los principios y objetivos.
Al comienzo se hizo
hincapié en los motivos comerciales, hasta que en 1910 se hablo
de extender y desarrollar los principios de rotary organizando
clubs en los Estados Unidos fue también en el banquete final de
la convención de 1910 cuando un rotario de Chicago Arthur
f..Sheldon hizo referencia en su discurso al hombre de negocios
de conciencia en el sentido de que “ Se beneficia más el que
mejor sirve a sus colegas ´´en la siguiente convención sé
reformula la frase “ Se beneficia más quien mejor sirve ´´ esta
fue incluida en el último párrafo de la plataforma de rotary.
Otro hombre de negocios Frank Collins, presidente del
club de Miniapolis recién constituido, en un discurso
improvisado en la segunda convención de 1911 en Oregon utiliza
la frase “ Servicio No Servirse ” la cual sé reformulo por “ Dar
de sí antes que pensar en sí ”.
En estos años ronda ya
la idea del ideal de servicio; en la convención siguiente del
año 1912 se hablo de regularizar los principios de rotary y se
aprobó el primer modelo de estatuto y reglamento para un club
rotario con cinco objetivos los cuales eran: la promoción de la
dignidad de todas las ocupaciones legítimas, estímulo de las
altas normas de ética, aumento de eficiencia mediante el
intercambio de ideas, promoción de la amistad, así como el
interés de cada uno de los socios en los asuntos públicos y en
el desarrollo cívico.
En 1915 se agrega un nuevo
objetivo, el sexto que decía: estimular el deseo de cada uno de
los socios de ser útil al prójimo y a la sociedad en general,
había pequeñas diferencias entre los objetivos de Rotary
International y los que habían sugerido para los clubs Rotarios
En 1921 se realiza la primera convención fuera de los Estado
Unidos la cual se celebro en Edimburgo Escocia, la conclusión a
la que se arribó en esa convención fue que debía haber nuevos
estatutos prescriptos para los clubs, que no fueran tan rígidos,
pero sí lo más uniforme posible; la convención nombro un comité
de retoque que entro en acción cuando se reunió por cuatro días
en NuevaYork, tres en Chicago y dos días en Buffalo, modificando
y condensando el documento, que fue presentado en la convención
de 1921 de los Angeles California E.U.A., el nombre se cambio a
lo que hoy conocemos como Rotary International, esta convención
acordó que una clasificación debía representar el 60 % ó más de
la actividad del negocio ó profesión de quien la ejerciera.
Esta convención fue testigo del “refinamiento’’ de los objetivos
de rotary.
En 1922 año trascendente para rotary se
unificaron los mismos objetivos, estos siguieron siendo seis
hasta 1935 cuando la convención de México aprobó cuatro, pero el
sentido de lo que hoy conocemos como el objetivo de Rotary lo
estableció la Convención de 1951 en Atlanta City que acordó que
Rotary solo tuviera un objetivo de cuatro partes; estas cuatro
partes pasaron a ser las cuatro avenidas de servicio, pero la
historia continua, después de 50 años de no modificar las
avenidas el consejo de legislación de 2001 solicita a la junta
directiva de R.I considere agregar la quinta avenida,”Servicio a
la juventud ´´ mediante un Proyecto de Resolución, quedara
entonces a consideración de la directiva de R.I la aprobación ó
no.
Hoy podemos afirmar que los rotarios que carecen de
información sobre Rotary no pueden participar plenamente en la
labor del servicio. Esto sucede con S.A.T.O la avenida más
postergada y por ende hay un gran desequilibrio en los programas
anuales de un club, por que la consideran la de más difícil
realización. Es en esta avenida en la que se fundamenta y
origina Rotary, de la cual deriva el principio de la clasifición
de los socios. Basta releer el objetivo y la segunda parte del
mismo para darnos cuenta de la importancia que amerita esta.
A partir de aquí es donde los socio aplican los principios
de Rotary en asuntos concernientes a su comunidad. Es Ud. mi
querido espectador rotario, que atraves de su ocupación,
profesión ó empleo, tiene la herramienta que necesita para poner
en practica el ideal de servicio; Ud. es el socio que
representante con mayor liderazgo su clasificación. Cada socio
puede resolver algún problema de su comunidad a través de ella.
Por ejemplo mi club rotario Escalada Oeste tiene un socio medico
especialista en diabetes, que cada año junto con el club
organiza una charla sobre este tema y además realiza un control
de la glucemia a cada asistente, y orienta médicamente a quien
pudiera ser un potencial diabético.
Seguramente dirá, es
trabajo de la Av. C, pero recuerde que la Av. B es el nexo
coordinante con las restantes; trabaje mancomunadamente con
todas ellas y todos los socios estarán activos.
Su club
cuenta con todos los medios disponibles para emprender algo
similar queda en Ud. la capacidad creativa, el ingenio innovador;
ya que el potencial humano lo posee en cada socio con su
respectiva clasificación. Haga que su calidad de rotario sea
efectiva, participe, Ud. y nadie más que Ud. es rotary.
De
que otra forma puede actuar en el desarrollo de la Av,
seguramente en su localidad habrá alguna persona que a través de
su oficio ó empleo se haya destacado, pues haga un
reconocimiento, en el mes del Servicio a Traves de la Ocupación
que Rotary celebra en Octubre.
Ud. dispone también de
reconocimientos que Rotary concede a personas ajenas a la
institución, utilícelo.
Debata en el club si es posible la
aplicación de la prueba cuádruple en los tiempos de la
globalización comercial ó si sería más apropiado la aplicación
de declaración de normas a observar por los Rotarios en su
negocio ó profesión.
Vea la posibilidad de difundir la prueba
cuádruple en la población estudiantil secundaria ó universitaria.
Realice un concurso en escuelas primarias sobre este tema,
pregúntele si es viable en los tiempos que corren, ó es una mera
utopía, seguramente nos llevaremos algunas sorpresas.
Observe la posibilidad de realizar en colegios secundarios
charlas orientativas sobre carreras tradicionales y no
tradicionales, oficios y profesiones con rápida inserción en el
mercado laboral, no se olvide mi amigo que Ud. dispone de los
socios de su club para este emprendimiento, ejercite su
clasificación de rotario en este tema, si no posee alguna de
ellas recurra a otro socio de un club vecino, solicite también
los servicios de los comités de la gobernación estamos para
ayudarlo.
Trate de realizar pasantías laborales en su
empresas ó de colegas, proveedores ect, no se olvide de incluir
a los discapacitados todo lo que necesitan es la oportunidad de
comenzar.
Su club esta al día con la lista de clasificaciones
recuerde que la actualización de la misma debe realizaerse antes
del 31 de Agosto de cada año, realice junto con el presidente de
este comité la actualización de las ocupadas como de las
vacantes, y como los rotarios estamos clasificados de a cuerdo a
nuestras ocupaciones, el servicio a través de la ocupación es el
elemento fundamental en la realizaciones de los programas de
Rotary; por medio de este, su efecto se hace sentir en las demás
avenidas.
Planifique junto al director de la Av. A y al
presidente del comité de programa que cada uno de los
integrantes de su club rotario en sucesivas reuniones realice
una pequeñas charla en lo referido a su oficio, empleo ó
profesión, posiblemente encontrara en alguno de ellos la
solución para algún problema de su comunidad.

depende, por que Ud. es la clave por que nuestra responsabilidad
es la humanidad.

Something To Remember
The former
president of RI Charles Keller has pointed out that globally the
