Born in Capitán Sarmiento, Buenos Aires, Argentina, Celia is married to Luis Vicente Giay, President of Rotary International 1996 -97 and they have four children: Luis Rodolfo (Certified Public Accountant), Gustavo Patrick (Lawyer) Fernando Eugenio (Certified Public Accountant ) and Diego Pablo (Lawyer) and five grandchildren.

Celia, an educator, music professor , writer and free lance journalist, holds a graduate degree from the Universidad del Salvador on "Management and Administration of Organizations with Social Purposes". Among her activities as journalist she has written for the "Arrecifes" newspaper and other publications. Currently she is Director Editor of "Vida Rotaria", the official Rotary's Magazine for Argentina, Paraguay and Uruguay. She speaks Spanish, English, Italian and Portuguese.

Vice President of "Giay Agropecuaria SA", a livestock and agriculture business production company, in her community she collaborates with several institutions, such as the "Bank of Orthopaedics Elements" and the "Arrecifes Fellow Association". Besides, she was founder and secretary of the "Press Association of Arrecifes", founder of SADE ("Argentine Writers Society") and SEP ("Buenos Aires Province Writers Society"), both Arrecifes branches.

A Rotarian since 1995 Celia has served RI as District Governor for District 4820, International Convention Speaker in Dallas y Glasgow, R.I. committee member and chair, International Assembly Training Leader, Convener and Chair of Nominating Committee for Director Zone 19; GETS Trainer and Chairman, R.I. President Representative; Rotary Foundation Site Visitor, and Strategic Advisor for The Annual Program Fund 2006-08, Delegate to the 2010 Council on Legislation, International Assembly, Rotary Foundation Institute facilitator and trainer and Rotary Foundation Regional Coordinator 2009-2012.

Celia has participated in more than 250 conferences District, acting both as guest speaker at home and abroad, in 128 International Institutes and Rotary Institutes, 38 International Assemblies and 3 RI Regional Conferences. She was an observer in 11 Council on Legislation. She was speaker on ten occasions at the International Assembly of RI and in different Zone and International Institutes, Presidential Conferences and international meetings of Rotary. In Lisbon reached 39 RI Conventions as participant.

She is a Strategic Planning Committe Member, Convener of XXXIX Rotary Institute in Buenos Aires, Argentina, Convener of XXXIV Rotary Institute in Foz de Iguacu, Brazil and Convener of the RI Presidential New Generation Symposium.

Celia is Paul Harris Fellow as well as all the members of the Giay's family. She and her husband Luis are Rotary Foundation Paul Harris multiple, Benefactors and Major Donors of The Rotary Foundation.

Mrs. Giay has received the Rotary's Foundation Citation for Meritorious Service, Service above Self of RI., the "International Woman's Day Award" offered by the "Arrecifes City Hall" and the "Award to Communicators and Media of Buenos Aires" in the area "Best Columnist" presented by the Professional Council of Economics Sciences of Buenos Aires Province.


She is also a member of Rotary Global History Fellowship
