the Fameles (sic) of Rotary International in token of deep gratitude, 

Prof E.Willems.  2nd Vice President 1929-1930."

The name of Dr Willems does not appear in the list of 'Directors' of R.I. in the current Official Directory for 1934/5 or for any other year.  This may be an error.
